Promoting Leadership for Integrated Development (PLID)

PLID is a program of self development designed for enhancing the understanding of key public decision makers of district level (Kabupaten) on the important of integrated development to secure a sustainable future by taking into account the economic viability, social justice, environmental sustainability and well-being growth and development.

PLID can be a learning process using policy case study as a tool for discussion. By having the understanding of the weaknesess, mistakes and success of previous policy, under the paradigm of sustainable development, the key decision makers at district level can formulate the future policies that integrate all aspects for long term benefits to the people they serve. The participants of the program will also have the chance to visit particular site where they have the insights of the problems and opportunities for future development strategies. PLID will facilitate the key decision makers to develop Road Map of Sustainable Integrated Development document that will be presented to higher government officials and potential donors.

The program was supported by Ford Foundation with a grant of USD 187,000 for 2 years activities to develop curricula, policy case study, modules, facilitators and promotion materials. By May 2007, PLID has produced the curricula, 29 policy case studies, 10 trained facilitators, and promotional materials.

There are publications of PLID: "Menakar Pembangunan Berkelanjutan" that consists of modules for the participants, and "29 case study" for analysis skills exercise. The facilitator (who were trained to use case study as tools of analysis ) will have "teaching notes" of each case study as their guidance in delivering case study in the training. Promotional materials includes website (www.forplid.net), e-case study in CD, and a short slides presentation on Indonesia Elok, to encourage high quality of public services of the public decision makers. The series of PLID acrivities divided into 4 sessions:

  • Basic Course - knowledge sharing
    Participants learn to understand the concept of sustainable development, development strategy, and leadership.
  • Intermediate Course: Participants analyze and apply their new knowledge of concepts (previous session) for the chosen policy case study and the case study of the respective kabupaten. Participants also visit certain site(s) to study problems similar to the problems of the respective kabupaten and learn from the solution taken.
  • Advance Course: Develop sustainability compass for the district, understanding indicator, system, innovation and strategy and develop Road Map.
  • Meet the Innovative Leaders and Potential Donors Participants meet the innovative leaders and learn from their experiences, and bring the new document of Integrated Development Strategies (Road Map Document) as the result of the learning process to the potential donors.

In 2008, LEAD Indonesia received Special Opportunity Investment Fund (SOIF) from LEAD International with a grant of USD 45,000. From early 2008, LEAD Indonesia has worked intensively to approach three potential kabupatens (districts), and by June 2008, two kabuparens stated the interest to participate in the program. The two kabupaten are Kebumen and Wonosobo in Central Java. The program will start in August 2008.
